The Context

INVIMIT SGR – Asset management company serving the public interest

Invimit SGR S.p.A. is an asset management company wholly owned by the Italian Ministry of Economy and Finance.
It operates through closed-end real estate investment funds with a clear institutional mandate: to enhance and regenerate Italy’s public real estate assets.

 

Unlike traditional asset management companies, Invimit was established to combine profitability with the public interest, focusing on three key areas:

  • Recovery and reactivation of underutilized public properties
  • Generation of economic, social, and environmental value for local communities
  • Gradual reduction of public debt

Revitalizing public heritage, regenerating the nation

Invimit operates on assets owned by the State, local authorities, and other public entities through innovative, sustainable, and replicable tools.

Its activities are structured along two main operational lines:

  • Direct Funds: management of real estate assets aimed at reuse and regeneration
  • Funds of Funds: strategic investment in real estate funds to maximize financial efficiency and social return
 

In every project, the goal is twofold: to restore function to underutilized public assets and to generate collective, lasting, and measurable value.

The Mission

What is REgenera?

REgenera is the strategic mission of Invimit SGR dedicated to the regeneration of disused or underutilized public real estate assets.
It is not a single project, but a national operational platform made up of independent yet coordinated initiatives, all sharing a common goal: unlocking the untapped potential of public properties for the benefit of the country.

REgenera represents the most advanced expression of public action for urban and territorial regeneration.


It is the core of Invimit’s commitment to restoring value to public assets, in collaboration with qualified partners and in line with ESG principles.

 

The mission pursues a dual objective:

  • To generate economic, social, and environmental impact through the reuse of public property
  • To contribute to the reduction of public debt through strategic investment
 
 

Specifically, REgenera is built on four operational pillars:

  • Active involvement of operators from the early planning stages
  • Public-private co-valorization of strategic assets
  • Functional redevelopment of assets tailored to local needs
  • Definition of a scalable, nationally replicable model
 

REgenera is the concrete expression of Invimit’s mission: enhancing public assets, regenerating places, creating value.

A Mission Structured in Multiple Operational Phases

REgenera unfolds in successive, scalable phases, designed to foster effective dialogue with the market and ensure maximum efficiency in asset enhancement operations.


1. Selection of Real Estate Assets
Invimit identifies, within its managed funds, the properties with the greatest regeneration potential, based on urban planning, territorial, economic, and functional criteria.


2. Preliminary Market Consultation
A structured dialogue phase is launched with the market, primarily aimed at AIFMs (Alternative Investment Fund Managers), but also open to other qualified economic operators. The goal is to gather expressions of interest, proposals, and project ideas.


3. Access to Information and Enhancement Proposals
Interested parties, upon formal request and signing of a confidentiality agreement, are granted guided access to the documentation of selected properties, allowing them to submit concrete, sustainable proposals aligned with public objectives.


4. Operational Meetings and Technical Dialogue
Throughout the process, thematic working groups, public meetings, and technical sessions are held with stakeholders to promote project quality and encourage strategic public-private partnerships.


5. Assessment and Selection of Interventions
Invimit evaluates the submitted proposals and selects those most aligned with its mission, initiating tangible regeneration processes accompanied by a careful assessment of economic, environmental, and social impact.

Assets Involved – Initial Asset Portfolio

The first operational phase of the REgenera mission began with the selection of properties located in six Italian regions, chosen for their strategic relevance and transformative potential:

 

  • Abruzzo – Chieti, Giulianova
  • Liguria – Genoa
  • Piedmont – Novara, Turin
  • Apulia – Bari
  • Tuscany – Pisa
  • Umbria – Perugia
 

 

All assets are currently in a state of decommissioning or disuse and are eligible for recovery interventions, including potential changes in intended use.
